A foreign citizen has the right to register a company in Ukraine.
Also, every foreigner has the right to work in Ukraine, having received a work permit and a residence permit.

Tax number in Ukraine
To register an enterprise in Ukraine, each founder must have a Ukrainian tax number.
Also, the tax number is needed for payroll, dividends and tax withholding.
To obtain a tax number in Ukraine, a foreign citizen must apply personally or through a representative who will represent interests on the basis of a notarized power of attorney to the Fiscal Service of Ukraine.
The Fiscal Service considers the application within 5 working days and assigns a tax number to the foreigner who submitted the application.
Company opening
The term of registration of the company from the moment of submission of documents is 24 hours.
Tax registration and statistics service occurs automatically within 5 working days.
The founders of the company in Ukraine
To register a company in Ukraine, you need to determine the number of founders of the company and determine the percentage of each.
The founder of the company can be both an individual (person) and a legal entity. Founders can be both citizens of Ukraine and foreigners. No restrictions.
Each founder of a Ukrainian company must have a tax number.
Appointment of a company director in Ukraine
Director of the company is appointed when registering a legal entity.
Of the peculiarities, the director of the company at its registration can be appointed: citizens of Ukraine, foreign nationals who have received a permanent residence permit in Ukraine or refugee status in Ukraine.
Work permit in a Ukrainian company
Documents for obtaining a work permit in a Ukrainian company are submitted to the Employment Center of Ukraine.
A work permit in Ukraine is issued for the purpose of working in a certain company, in a certain position. The permit also contains personal data: First name, Last name, Citizenship, Passport document number.
If any data, passport number, position or company changes during the validity period of the work permit, you must obtain a new work permit.
Term of consideration
The term of consideration is up to 21 calendar days. After review, the Employment Center publishes a register of approved work permits on its website, and also notifies companies that have applied for work permits by mail.
After the decision to issue a work permit is made, the state fee must be paid within 10 calendar days.
In case of non-payment or late payment, the work permit will be cancelled.
Validity of work permit
A work permit in a Ukrainian company is issued for the duration of the employment contract, but not more than 3 years.
A foreign citizen can obtain a permit for 1 year, 2 years, 3 years. In each case, the state fee for issuing a work permit will differ.
A permit for 3 years can only be obtained by highly paid specialists and foreign citizens who are the owners of the company in which they receive a work permit.
Director’s work permit
A foreign citizen has the right to obtain a work permit as a director of a company. It doesn’t matter if he is its owner, founder or not.
After obtaining a work permit, you must take office within 90 calendar days from the date of issue of the work permit and notify the employment center by submitting a copy of the employment contract.
Change of director
This procedure is needed in the case when the founder of the company or the owner / co-owner wants to be the director of the enterprise.
In this case, when registering an enterprise, a temporary director is appointed – a citizen of Ukraine or a foreigner who has a permanent residence permit in Ukraine or a refugee status in Ukraine.
After obtaining a work permit as a director, it is necessary to take office within 90 calendar days from the date of issue of the work permit.
Feature, the appointment of a director is possible only with the participation of all owners or authorized representatives by proxy.
As a rule, the procedure for appointing a new director is prescribed in the company’s charter, by holding a meeting of the owners of the company.
The protocol of participants is certified by a notary and after 24 hours the new director will be displayed in the register of legal entities as a new director of the enterprise.
Visa for work
After obtaining a work permit in a Ukrainian company for any position, even a director, it is necessary to obtain a D-04 visa in order to work in Ukraine.
To obtain it, you must contact the Embassy of Ukraine.
Visas are not issued on the territory of Ukraine.
Citizens of only 6 countries are exempted from obtaining a visa: Armenia, Azerbaijan, Belarus, Georgia, Moldova and Uzbekistan.
Citizens of all other countries are required to obtain a visa type D-04, regardless of their citizenship: the United States, Nigeria or Kazakhstan.
Residence permit for work
A foreign citizen who has received a work permit in Ukraine has the right to obtain a residence permit for employment.
To do this, he needs to apply to the Migration Service to submit documents for consideration of an application for a residence permit in Ukraine no later than 24 calendar days of the visa expiration date.
Visa type D-04 is issued for 90 calendar days. A foreigner who has received a visa must submit documents no later than the 66th day of the validity of the visa.
The Migration Service of Ukraine needs 24 days to check documents.
A residence permit for work is issued for the duration of the work permit: for 1 year, 2 years, 3 years.
After considering an application for issuing a residence permit in Ukraine for work, the Migration Service notifies the foreign citizen of the decision to issue or not issue a residence permit.
Adress registration
After obtaining a residence permit for work, a foreigner in Ukraine must register at the address of residence within 30 calendar days from the date of issue of the residence permit.
To do this, you must contact the territorial Center for the provision of administrative services together with the owner of the housing.
If there is more than one owner, all owners must be present.
